There has been much talk lately about how professional football rules need to\u00a0be revamped. Russia has a\u00a0particular interest in\u00a0seeing these rules implemented given that it will host the\u00a0World Cup in\u00a02018.<\/p>\n

Every sport evolves with time \u2014 technically, tactically and\u00a0physically. The\u00a0fact that FIFA has done so little so far to\u00a0promote a\u00a0thorough examination of\u00a0football rules is inexcusable.<\/p>\n

Here are seven proposals to\u00a0help maintain the\u00a0integrity of\u00a0football and\u00a0help make sure the\u00a02018 World Cup is a\u00a0success for\u00a0Russia and\u00a0the millions of\u00a0fans who will follow the\u00a0games:<\/p>\n

  1. In\u00a0the proposed new system of\u00a0rules, the\u00a0countdown-timing device would be visible for\u00a0all to\u00a0see and\u00a0the game time would stop every instance there is a\u00a0foul, an\u00a0injured player on\u00a0the pitch, a\u00a0corner kick or a\u00a0free throw.<\/li>\n
  2. Additional referees should be placed on\u00a0the field. This would address many of\u00a0the issues related to\u00a0missed calls.<\/li>\n
  3. Players diving in\u00a0theater-like fashion anywhere inside the\u00a0pitch attempting to\u00a0confuse referees into\u00a0awarding them a\u00a0penalty kick should be immediately red-carded and\u00a0suspended for\u00a0two matches.<\/li>\n
  4. A\u00a0newly demarcated attacking zone at\u00a0both ends of\u00a0the field would be created. A\u00a0dotted line would be drawn in\u00a0between the\u00a0midfield line and\u00a0the top of\u00a0the penalty box. The\u00a0offside region, or attacking zone, would be the\u00a0space in\u00a0between the\u00a0goal line and\u00a0the newly created dotted line.<\/li>\n
  5. Every time a\u00a0team commits five fouls, they would be punished by\u00a0the removal of\u00a0one player off the\u00a0field for\u00a010 minutes and\u00a0have to\u00a0defend a\u00a0penalty kick against them.<\/li>\n
  6. Racist remarks and\u00a0behavior by\u00a0fans and\u00a0other officials associated with the\u00a0game need to\u00a0be strictly punished. Unfortunately, Russia has had its share of\u00a0ugly racist incidents, including the\u00a0latest two weeks ago when a\u00a0fan threw a\u00a0banana at\u00a0Brazilian Roberto Carlos, a\u00a0member of\u00a0Russia’s team from\u00a0Makhachkala in\u00a0Dagestan. To\u00a0its credit, Russian officials have been diligent in\u00a0cracking down on\u00a0this kind of\u00a0racism, and\u00a0this needs to\u00a0be matched by\u00a0other professional football teams and\u00a0organizations on\u00a0a global scale.<\/li>\n
  7. The\u00a0use of\u00a0instant replay would fundamentally destroy the\u00a0philosophical essence of\u00a0the beautiful game. Daily living and\u00a0football play are characterized by\u00a0a continuous stream of\u00a0potentially fateful events that cannot be turned back and\u00a0where there is no reversal of\u00a0fortunes. It is an\u00a0option that we do not have in\u00a0life and\u00a0we should not have in\u00a0football matches.<\/li>\n<\/ol>\n
